Is it true that Stellas cannot be registered in CA? If so, why not? :confused:

Yes it is true (without fibbing or lots of red tape) This is because California has already enacted the law of no new 2 strokes over 50ccs.

What if you register it in another state? and ride it in Cali? Is that the fibbing part?

You wouldn't be able to register the scooter in another state unless you are a resident of that state. In other words a CA resident can not register a vehicle in another state.

My first year i Florida, I got a "seasonal liscense" in Florida. I had a vehicle registered in Florida as well as a vehicle registered in Pa! This is pretty common among "snowbirds" That live in NY and have a Condo in Florida. Is this just a California thing King??

I understand that this is a post 9-11 thing, that the Feds imposed on state legislation to close the loopholes in issuing licenses to both non-documented folks, as well as out of state folks with temporary residency. Many legislations wanted to close this loophole so people living out of state were not registering vehicles out of state using fraudulent out of state addresses. I do not know as of this date which states are complying, and which that are slated to, but I know that all 50 states are suppose to adopt this.

I recall a lot of lawyers had also been b!tching that there were in some cases lawsuits and diverse cases that spouses were hiding assets by registering vehicles out of states. But I don't think that prompted the move in Congress. Licensing is strange, even though it is left to the states in most cases, the Feds issue CDL, through the states through FedDOT regulations. Personally, I wish we'd move to a Federally issued driver's license system that is bouncing around a Congressional sub-committee right now. From a law enforcement standpoint, fedally issued licenses and registration would cut back a lot of issues running checks on vehciles especially out of state ones.

I just heard from my dealer in Atlanta, that Genuine Scooter passed the Cal EPA emissions with the new 2006 Stella!

I had heard that too. I don't know what they changed, but they have gotten a stella to pass CA emissions. I have heard that Genuine is going to release some other scooter models also.

There is also a clause that allows you to import a used Stella (or any other vespa for that matter). It has to have over 7000 miles or something like that though.
