Please check your local laws before asking questions. Every state in the US has a DMV or MVA website you can hit first. I can't seem to state this enough. Also if you can not find the answer, please check with your DMV or MVA by phone if you can first before posting.
Every state has different laws. What applies and is defined as the law in Texas may not be the law in Cali or Ohio. Each state has different laws on the books as how to define a scooter, a moped, a motorcycle, licensing, registration. If someone on here posts asking about the laws in PA, for the love of g-d if you live in MI or where ever don't post MI state law to answer someone's question who lives in another state and say that the law in PA. It's almost guaranteed it will not be! You can state what the law is in the state you live, but don't tell people it's the law in every state, or every state has the same statutes, because again in most instances they won't be.
