Is it true that all new 2006 scooters built must be 4-stoke? I read on another forum that the EPA is requiring this. This is the most recent (2003) info I found in a search: http://www.epa.gov/otaq/regs/roadbike/420f03044.pdf

As far as I know it should be in effect but not all companies will be doing this. In Europe they will be quite strict about enforcing this but I dont think that the US standards will be so high. When I went to a motorcycle dealer show a couple months ago I understood it to be that the US will get increasingly strict on the enfocement every 2 years until 2010 when all scooters/mopeds will be required to be a 4stroke. This is what I have gathered and understood but it might be wrong.

I think you will be able to buy them as 2 strokes... but you won't be able to register them for street use... so you basically are buying something that can't be ridden anywhere!

No point there IMO...
