If I spray starter fluid through the air filter, it will crank. Once it is warm, cranks easily. Won't start when cold without starter fluid.

Cold start enrichment circuit problem? Pump fuels are often cut with ethanol for summer and can contribute to leanness issues too.
I don't know the Metropolitan, but it should have some way to adjust the air/fuel pilot/idle circuit or cold start adjustment - start there after checking that the battery is in perfect order and that your fuel is fresh.

Just to help you clarify, when an engine cranks, it is turning over but not running. You crank an engine with the starter or kick start(or other means). When the engine is running, it is no longer cranking, but just plain running.(if it is still cranking, then you have a bendix problem)
