This is my first scooter ever and so far I love it
I installed a malossi 70cc kit, arreche 19mm carb, a techni gas RS-II exhaust
Derestricted my stock air box and have 6gram dr. Pulley slider weights
My arreche currently has a #90 main jet and a #30 pilot jet. My scoot runs better than it ever has. This being my first scooter I'm still a novice at the fine tuneing of my scooter. It sputters at 1/3 throttle, and idles at a higher rpm than before..or atleast it sounds like it is. Before it would also shut off if I turned the idle jet to far and now no matter how far I turn the idle jet it doesn't shut off. I felt like the throttle cable wasn't quite long enough when I installed the new carb which prevented the needle from being able to move all the way down. I could be wrong because my expertise is new founded. Anyone have any thoughts on. How I can make it run smoother at 1/3 throttle

1/3 throttle can be fine tuned by adjusting the needle richer (needle up, clip lower), or leaner (needle down, clip higher), as needed.

I don't know the Arreche carb, but on a Dellorto PHBG an over rich situation at lower throttle can also be helped by getting a leaner throttle slide (comes with 30mm/richest cutout, so get next 40mm/leaner cutout).

Experimenting with the A/F screw may help determine which way you need to tune, leaner or richer, for bogging problems.

Does it make any difference under load if you gradually roll on throttle, or whack it open?

If u whack it open it skips the 1/3 spot all together and runs perfectly fine
U only feel/hear the sputter when u gradually give it gas or just run at 1/3 open. I didn't bore out the intake or the spacer between the intake and the carb to make the gaps all 19mm. Would that cause issues or make a big difference?

Any restriction of air flow before the carb will have some richening effect. Even a carbon build up in the exhaust pipe can choke air flow. Any changes you make opening plastics, be sure to go slow as you are close.

You can experiment by covering some of the airbox holes you drilled with tape to see if richening makes it worse or better. Then you will know which way to go on the needle.

Mine has a cruise sputter at just under 1/4 throttle that I think will need to be leaned out by dropping the needle (lifting the clip one notch). When cold it will totally bog unless the cold start circuit is turned off, so I know mine is an over-rich issue. Sure starts easily though. :)
