It has been a while since I had my variator apart. My question is this: Does the thick washer that came with the variator go behind the variator cover with the ramps (ie. first thing on the shaft, then the variator) or between the sleeve and statinary pulley half?

The thick plastic-like washer that fits over the hub is a restrictor and doesn't need to be used unless you want to go slow.

I second g~scoot you don't use the black plastic washer. However the metal washer that comes with the kit goes behind the variator cover (between flywheel and variator) just like you said. Also, dont forget to put the stock metal washer back on the end of the sleeve (between the sleeve and statinary pulley half).
