Variator governor/washer

Could someone please explain how removing the governor/washer in the variator alone, increases top speed?

In the Variator Deregulation Instructions at the end it is written "Then replace the bolt for the lever and go! Your scooter should now do about 42-44mph"

I thought it just improved acceleration? I'm a chemical engineer and suck at mechanics :angry:

the washer is removed from between the pully halves. When removed, the pully CAN/WILL close more, allowing the belt to ride higher, creating a "taller" gear!
