Trouble with my Venice TNG

Okay where to begin... I have an 2004 50cc Venice which starts than stalls on me.??? I cleaned out my carb checked my plug and my battery. Everything looks okay. I had it started and managed to ride it 30 ft and then it stalled on me. I checked my air filter and its soaked with oil????? I mean dripping oil. Does anyone out there have a similar problem and a solution??? The carb also seems to flood and my scooter won't start, but If I tilt my scooter for a few seconds and let the fuel drain out of the carb and lift it upright again it'll start up for a few seconds than stall again?????? SUGGESTIONS?? HELP!!!!! Thanks :)

oiliy yes dripping no
remove filter and clean w/gas or soap & water
dry filter good if you used water.
dip filter in 30%oil/70% gas
blot out excess mixture
reinstall

check the float & needle in the carb .the only way you flood the carb
is the float is stuck or adjusted wrong or the needle's messed up.

you might also check the hose on the vacuum is good w/no leaks
test the shut off valve by sucking on the hose put the gas line in a
jar and check for good flow.
