Ok, so I went and checked this scooter out. Its an '09 keeway hurricane with 900ish miles on it.

It starts right up electric, and on the kick. It looks to have never been dropped, and everything looks (as owner says) stock.

He says it will get 40+ @ WOT. Is that a reasonable claim? I was able to ride it today, but not able to get into a situation to find out its top speed... It accelerated well from a stop tho...

I have a few more questions about things, I trust I am posting in the correct forum...

If that is a two stroke, 40mph is a very reasonable expectation. But there is a BIG difference between speedometer reading, and actual speed, especially on the Chinese bikes. My TNG did 40-42mph stock, but the speedo read 50ish at that speed. A lot of error above 30mph. Bring a GPS with you, make sure the tires are properly inflated, and find a road that lets you max it out. Remember it can probably be derestricted for a bit more speed.

the same factory that makes some keyway scooters
also made the tng venice. got that from the head guy at keyway us.
i've never worked on the hurricane (yes its a 2t) but there are
the basic restrictions on most chinese scooters (exhaust ;carb/jet ; variator and perhaps the cdi). you just need to find out what method(s) they use.
