MOTORIZED BICYCLE (MOPED)
No person shall drive any motorized bicycle upon a highway or street in Kansas unless:
(1) Such person has a valid driver's license which entitles the licensee to drive a motor vehicle in any class or classes; or,
(2) Such person is at least fifteen (15) years of age and has passed the vision and the written examination required for obtaining a Class C driver's license.

A person whose driver's license is suspended may obtain a driver's license that is restricted to operating a motorized bicycle only. Application must be made at a Driver's License office. The license may be obtained by taking a written test (if required), a vision test and paying the appropriate fee.

What is considered a Motorized Bicycle (Moped)?
Every device having two tandem wheels or three wheels, which may be propelled by either human power or helper motor, or by both, and which has - A motor which produces not more than 3.5 brake horsepower; a cylinder capacity of not more than 130 cubic centimeters; an automatic transmission; and the capability of a maximum design speed of no more than 30 miles per hour.

-----------------

Another thing that you must have, is a tag for your scooter or moped and a valid drivers license (as stated above) to be legal. You do not have to have insurance.

One last thing...

Even though it says 130cc's, that isn't totally accurate because I called the DMV and they said there is only one moped that has 130cc's that qualifies. They only allow 49cc's or under for all else. Also I feel that the 30mph limit is old info because most newer scooters can go at least 40mph stock, but that's what they have listed.
