Arreche Carb vacuum clogged?

I was cleaning my carb today because my scooter had been sitting for awhile and my scooter wouldn't start. I never actually tried to clean out the vacuum hole. I stuck a needle through it and I couldn't poke it through. Is there something that is supposed to block the hole, or is it clogged with something that I need to somehow get rid of?

just go to the auto parts store and get your self a small peace of vacume hose.

perhaps it makes a bend
have you tried to blow in or suck on it?
not starting causes:
bad gas
bad plug or connection
vacuum leak
carb not set right
