Panterra Retro 4 STROKE

I have a POS Panterra.
Its never run from day one, it has all of 11kM on it.
it will not start, it starts if i choke it, but quickly dies. I have rebuilt the carb 50x. What would cause it to run with full choke briefly, but die as soon as it is not choked??

Could be the throttle is out of adjustment. Start it up and keep the throttle open a little even when the choke is engaged, see if it still dies when the choke kicks out.
