remove the bushing from the front pulley of the CVT and replace with an unrestricted bushing. Unlike most scooter manufacturers KYMCO uses a bushing with a shoulder on it (a raised part in the middle of the bushing) to stop the two halves of the pulley closing completely. Most other mfgs. simply slide a ring over the bushing. The unrestricted bushings are available from any Kymco dealer for an MSRP of $27.99

Also the CDI is restricted on some years of the Super 9. The CDI on the Super 9 is in the battery compartment. It has a green wire that comes out of the CDI and loops around back into it. the green wire has a connector half way around, unplug it and there is no longer a rev limiter on it. With it plugged in the super 9 is restricted to 7500rpm

i sold a three wheel motorcycle once that was restricted via the speedometer. i never figured out how, only that removing the speedo cable fixed the prob. it wasn't the gy6 engine, so i didn't bother figuring it out.
my bike has a muffler i swear is restricted inside. compare the hole in the end of the muffler with the pipe comming from the head.
i have a box of stock cdi from different bikes . they all behave differently..
