Geely Governer?

Hello all, yea i know they not great and stuff but im here for 4 months and need some thing that needs no parking so i got a used 2003 Geely banged up body a lil but was 300 with great working engine and trans, does any of you know were the "Governor" thinge is at and maybe point me a way to remove it, it would be nice of you, id buy a Vespa any time of the day or night but what will i do with it in NY? haha, i have a 2004 Nissan Stanza with a 300z twin turbo and lots of tickets for that so isnt some thing i want to drive here day to day thats why the scooter as well.

i was told its an item that dont you use the max power of scooter, a "limiter" thing and it can be were the gas trotteler is, in the handle area or some were, thats what im talking about.

and no need to trade in for other, its few months use then ill sell it and once i get a perm place here next year ill get a wicked new one, that does 85mph and mod it to stage two, its coming haha.
