Have a 2004 Zuma that does about 37 mph top speed.
It's performance from 0 to 30 gives the impression it
will top-out easily over 40 mph. (It doesn't) Is the bike already
derestricted? I'd be happy with a 40 mph top speed - Any
suggestions?

37-42 is average for a stock Zuma.... Zumas do not come restriced.. (MOST anyhow)
might be time for a stage one!

My zuma stock hit 36-37MPH. I added the Tecnigas R pipe from the stage one kit and lost bottom end torque but my top end increased to 44-45 with just the pipe.
I didn't like the variator when I was using just the pipe. So I sold mine.

the only thing about the pipe only install is that you need to tune the variator with different rollers as it will spin the rollers out to fast...
the variator replacement is supposed to help with maintaining a smooth speed increase over all speeds...
however I didn't do just a stage 1 install so as stated above you might be better off with just the pipe and roller weights changes....
