Here's the scooter:
2006 Vento r3/i with 70cc kit.
aftermarket exhaust
19mm carb, 90 jet.
auto choke (maybe this is my problem?)
plug looks good
500 miles on scooter, 300 on 70cc

I have NO top end power. Anything past 1/8 throttle and when fully warmed up the scooter will top out at 15mph and just pop and pop like it's trying to go (sounds really bad), but just fall on its face. If I'm very easy on the throttle and barely pull it at all I can manage to get to around 35mph after accelerating very slowly, but once again, if I pull the throttle anymore it'll just fall on it's face.

What can I do so I can go WOT and have it not fall on its face @ 15mph...???

Try a 95 main jet. If that makes it worse, try an 85 mj. The bike gets richer and richer the longer it runs. The problem may be in your needle too. Try to richen and lean that out.

Already did that...didn't work...However, given these scooters have auto chokes...that brings me to a question.

Would not having a battery cause the choke to stay on beings it may not be getting enough power to shut it off?

No. auto choke is likely not the problem, but throw in a battery and try if you can.

I would also say jetting is off, are you using open filter? And whats the trans setup?
