hey, quick question, can i attach a ground wire to one of the luggage rack bolts? they're connected to the bike frame right? i don't really feel like taking off some body panels and somehow attaching a wire to the actual frame itself, but i wanna make sure this will work... i assume the rack is attached to the frame, as i use it as a handle to lift the bike up all the time and it works fine... but i'm not totally certain....

yes... the rack mounts are attached to the frame...
They should work fine for a ground...

but if one cable is connected to the battery, and the other to the ground... how the heck does the amp get power? doesn't it need to complete a circuit with the battery???

I'm guessing that your saing that the Red wire from the AMP is going to the battery?
and the Black wire from the AMP is going to the frame?
Don't see the problem...
see the horrible pic I drew...
Notice how the battery has a "GROUND" wire going to the frame of the scooter... and the battery also has a hot running to the starter, etc...
Here is how it'd work for your AMP...
The Ground (battery) is connected to the frame so when you place the ground from your AMP onto the rear rack it then makes a groudn with the battery...
Then you run a hot wire to the positive battery terminal
you now have a complete circuit with the battery... or if you really want to you could run a ground directly to the battery but it would serve no purpose but to have wires running everywhere!
