Engine rpm's too high before clutch engages

I just purchased a 1999 Zuma and the engine seems to rev too high before the clutch engages. The previous owner only rode in her subdivision and started and stoped frequently. Could a worn drive belt be the cause ? When the clutch finally engages the scooter lunges forward.

stuck, or worn roller weights might also cause this situation/.

I'll check the top speed. Are there any diagrams available on line for the clutch assembly ?
